ICT Governance in Public Administrations: Where to Start?
A prerequisite before any digital project
A digital transformation project does not start with software. It starts with a simple question: who decides, who arbitrates priorities, and who is accountable for information security? ICT governance gives these decisions a framework and prevents departments from deploying tools, data and vendors in isolation.
The first three workstreams
- Map the current landscape: applications, data, equipment, contracts and critical dependencies.
- Create a decision-making body: a steering committee bringing together senior management, business teams, finance, IT and security.
- Set essential rules: project prioritisation, access management, backups, business continuity and vendor oversight.
Turn the assessment into a roadmap
The assessment should lead to a practical roadmap with a few measurable outcomes: reduce redundant applications, secure privileged accounts, improve the availability of a public service or make a reference dataset more reliable. Every action needs an owner, a deadline and a monitoring indicator.
The role of external advisory
External support helps make trade-offs objective, brings a proven method and progressively transfers knowledge to internal teams. The aim is not to create dependency, but to establish lasting governance capacity.
